Steps to reproduce the issue
New Joomla installation from current build package Joomla_5.4.0-alpha3-dev+pr.45696-Development-Full_Package.zip
Expected result
Notification is yellow 'Automated Updates are disabled' on first 'Home Dashboard' visit.
Actual result
After installation, on first 'Home Dashboard visit', Notifications shows green 'Automated Updates are enabled'. It is going to yellow 'Automated Updates are disabled' on second 'Home Dashboard' visit:

System information (as much as possible)
- Used is current build full package from PR #45696
- Seen multiple times for sites joomla-test.heikol.de and joomla-test2.heikol.de
Additional comments
This does not happen with the nightly build Joomla_5.4.0-alpha3-dev-Development-Full_Package.zip without the PR. There is the Notification yellow 'Automated Updates are disabled' on first 'Home Dashboard' visit.

Just checked:
I can't confirm the actual result.
also currently have: 5.4.0-alpha3-dev+pr.45696
immediately get a yellow 'Automated Updates are disabled' message.
still get the familiar error message (blocked by IP) when I enable automated updates.
But that concerns #45696.
