Steps to reproduce the issue

Assign any module by selected or by all but selected. The feature request is to be able to check all in a menu. If I could check all in a menu then if new menu items were added to that menu, they would be included in either inclusion or exclusion.

Example of use: I have a Main Menu for Guest and a Crew Menu for Registered. I added an App menu for PWA. I have the module for the first 2 menus appear on all but app menu items and the app menu module only appear on the app menu items. If I add any menu item, I have to adjust all of the modules and when they should appear.

It would be great to be able to assign the first 2 modules to exclude any App menu items now or in the future and likewise for the App menu module to always appear on App menu items current or future.

thanks @brianteeman, and i think it does, at least partly. @neo314 we're working on a feature called module menu inheritance. It means that in the menu assignment page you could set to inherit from a parent menu item.
