@ceford I checked that now and jissues (Joomla Issue Tracker) is using .md
file stored in it codebase https://github.com/joomla/jissues/blob/c8132f29ab03ae12b234f0822fdd1440a2a544e1/src/App/Tracker/tpl/new-issue-template.md so it's not affected by this PR.

I see the list of issue types when creating a new issue on GitHub but the Joomla Issue Tracker does not offer a choice. Which template does it use? Also, I see the ISSUE_TEMPLATE.md file to be deleted from the code. I am probably not qualified to test this PR, so just curious to see the outcome.
