Steps to reproduce the issue

1. Log in to the Joomla Administrator backend.
2. Navigate to Menus → All Menu Items.
3. Hover over the top-right toolbar buttons:
   • The “New” button shows a tooltip: "New Item"
   • The “Edit” button shows a tooltip: "Edit"

Expected result

Tooltips should be consistent. For example:

• "New Item" and "Edit Item"
  or
• "New" and "Edit"

Actual Result

The tooltip for the “New” button is "New Item", while the tooltip for the “Edit” button is just "Edit". There is a lack of consistency in the tooltip text.

Suggestion

Unify tooltip labels across admin toolbar buttons for better UX and accessibility.
