I have just fixed the issue by making changes in administrator\templates\isis\css\template.css
Added outline:none; on line 2956 in class .nav-tabs > .active > a,.nav-tabs > .active > a:hover,.nav-tabs > .active > a:focus

This should have said it was an IE issue - unfortunately it didnt so might have been a little harder for people to test. Thanks to everyone who did and setting it to RTC
