Steps to reproduce the issue

Set Create/Edit/Delete permissions for appropriate group in media manager

Expected result

TinyMCE would have the Insert Media button enabled under "CMS Content" that would launch the media manager dialogue box.

Actual result

Button is not included in TinyMCE

System information (as much as possible)

Joomla-version 5.2.2
Nginx - 1.25.3
mariadb - 11.4.4
php - 8.3.16

reproduced the same behavior on Joomla 5.1.0

Additional comments

I am able to get the button to show up if I globally set Create/Edit/Delete permissions for that group but then I have to go explicitly deny the additional elements i don't want available for that group in the TinyMCE editor (i.e. contacts/modules/articles/etc...)
