Turn on the help text.
Go to system configuration > Server > Email settings
The help text is the language constant

You are not using the core atum admin template!!

I am using the core admin template. It's possible I have done an override. In any case I have updated the the site and I don't see this issue, so I would guess this wasn't override related as I didn't delete any. So I am closing.
