Thanks @peter1szalatnay for your work. As Brian pointed out, this is a bug fix, so it should have gone to 5.2 branch. Since we have Ready To Commit PR #44730 which should be merged soon, this is not needed now, so I'm closing PR.
This is fixing a bug so should be on 5.2 branch - but as we have a pr there maybe this one is not needed now. see #44730
