Steps to reproduce the issue

1. Got to Mail templates in backend. Select Privacy: Request Export of Data, or any Users: templates
2. Subject and body are not translated as the strings are in the frontend

Expected result

Strings should be translated.

Actual result

Strings are not translated.

Additional comments

Fix would be to load both frontend and backend languages files.
