What makes you think it is wrong?
On my live site I have global config set to use hcaptcha and I have com_users set to use global and it works perfectly. What is it that make you think it is wrong?
Or to put it another way. Here the code is missing: useglobal="true"

if this is correct then doesnt it also need to be changed in com_content and com_contact?
