Steps to reproduce the issue

Creating new Viewing Access Level and assigning them menu items is totally broken in 3.3.x It's simply isn't working.

Steps: I create a new Viewing Access Level, calling it "Managers" and assign the group Manager to it.

I create a new menu item in the Main Menu, and assign the viewing level to "Managers"

A manager logs into the website. Does he see the new menu item? Nope.

I go back and assign the menu item to one of the built-in Viewing Access Level, like Registered.

A "registered" users logs in, does he see the menu item? Yup.

So I go back and re-assign the menu item viewing level to "Manager" The menu will never show, even if I check ALL the groups in the Viewing Access Level. Yes, even if I check "Public" and "Guest" in the Viewing Access Level" the menu won'T even show up for a logged in Super-User. So new Viewing Access Level simply do-not-work.

Expected result

To see the menu when a manager logs in

Actual result

Nothing is showing

I will dig deeper to see where the prob is coming from then. When I look at the forum I see that I'm not alone ith that problem. Maybe it comes from upgrading from previous joomla version. I'll do some test in a lab environnment Thanks

Hi,
Any news on problem/solution... I'm experiencing a similar thing, Default ACL work great, custom/new results in nothing.
