Summary of Changes
Set a language that is clearly different from English.
In the settings, almost all modules have layout headers (most often used by DEFAULT), but not all. There are missing lines.
I checked all modules for the site and panel, made changes.
As a test, you can open the settings of the modules whose files I changed and compare before/after PR. Regarding the language file of the Cassiopeia template. then this layout is for the Custom module (frontend).
