Steps to reproduce the issue
Log in to the admin as a Manager
Expected result
Guided Tours module shows all relevant tours
Actual result
The Guided Tours module does not include the Category tour
System information (as much as possible)

No, it's unrelated.
When we select tours, we check for core.manage authorization.
Which means, we check for com_categories.
In that case, we also need to check for the extension linked to com_categories.
In our case, we need to check for access to com_content and not com_categories.
A PR is on the way.
Hannes @Hackwar this applies to 4.4 as well.
Should I base the PR on the 4.4 branch?
