Steps to reproduce the issue

run the script to generate the helptoc as used at /administrator/index.php?option=com_admin&view=help

php build/helpTOC.php

Expected result

[OK] Help Screen TOC written

Actual result

The contents of the txt file are as follows

The first three should not exist on the mediawiki
The next is a valid error and the lang string should be added
The last is a valid error BUT I think the apostrophe in the key will cause problems
