Added JHtmlSidebar and JLayout classes to start replacing JSubMenuHelper
and Submenu backend module
Updated plugins manager main view and extensions manager default view to
use the new class, as proof of concept
This is proof of concept. All backend extensions should be modified to take advantage of new class if approved.
Can you make sure to put a new line at the end of the new files? I think layout.php is missing it.
