I've built a few menu items associated with tags. Example of settings:
When "Article" option is selected in "Select Content Type" parameter, then the URL gets prefix in the end: ?types[0]=1
E.g.
mysite.com/tags/exhibitions?types[0]=1
Since there is no other place except Content where tags are being used on my site, I removed "Article" type in the parameter and got the right URL:
mysite.com/tags/exhibitions
Thereby, I solved this task within the site. However, I am sharing my experience here and if it is a bug, you know what to do.

I use Joomla 5.01, but I still have the same problem:
..../dieren/geleedpotigen/insecten/halfvleugeligen?types[0]=1
Confirmed still a bug 5.3.dev
