You need to increase the value of
max_input_vars:

I’ve tried with 15000 but it’s still the same problem.

I thought it came from Joomla 4, but I have actually the same prob on
Joomla 3.10.11:

The prob is not a JS or variables issues. It 'sjust that on the menu
selection tab, there's a glitch in generating menu navigation. You can see
that I should have a + at the tip of the arrow and I actually have nothing
as if my second menu isn't taken into account for the generating the
navigation tree. No idea how is that even possible. Any idea?

OK I just fixed it ...
On my very first menu, my tree was like this:

Menu title I

• item link to a single article (1)
• item link to a single article (2)
• item link to a single article (3)
  • separator (A)
    • item link to a single article
    • item link to a single article
    • ...
  • separator (B)
    • item link to a single article
    • item link to a single article
    • item link to a single article
    • ...

*Menu title II *(glitch and the menu assignment display)
...

Moving item 1 and 2 under A and moving item 3 under B fixed the prob ...

You may want to try to reproduce this prob on a clean install maybe.
