Unhappily that merge is for 4.3...
The problem here is for 4.2.9

@infograf768 As I know, we do not update dependencies on a patch release, so we can only merge it for 4.3. Further more, if Joomla 4.3 is released as planned schedule, it won't be long after 4.2.9, so this should be fine.

As @joomdonation already wrote, this is something that we are going to fix with 4.3.

Confirmed.
This breaks installing and running multiple aspects of J using php 8.2.0
