Steps to reproduce the issue

create 3 fields for com_content called field1 and field2 and field3
open an article and observe the order of the fields
go back to the list of fields and sort by ordering
adjust the order of the fields and remember the new order
go back to the article and observe the order of the fields

Expected result

field order has changed to the order you set

Actual result

no change in field order

checking the value of the ordering column in #__fields and all the fields have a value of 0
