[#3407] - onContentAfterSave() not firred for menus

I had no luck using onContentAfterSave, onContentBeforeSave onContentAfterDelete with menus. It seems they are not executed at all. onContentPrepareForm works fine.
Is this supposed to work or? Also, should those events be fired when saving a module as well?

I don't think they are supposed to fire for menus because we're not really talking about content here.
However those events are used inconsistently across the board.

Concerning modules, plugins, languages, templates use onExtension-Events.
