Summary of Change
Don't show the quickicon for privacy if com_privacy is disabled.
Testing Instructions
Disable com_privacy, go back to control panel
Actual result BEFORE applying this Pull Request
On the dashboard, the Quickicon button for privacy requests is red.
The link index.php?option=com_privacy&view=request leads to the error "404 component not found"
Expected result AFTER applying this Pull Request
There is no button on the quickicons panel if the component is deactivated
