Missing lines _JLIB when installing language packs
Testing Instructions
Download the current Joomla distribution kit, go through the standard installation process and BEFORE deleting the "installation" directory, try installing several languages.
For example, Catalan.
At the moment, there is a problem with loading this particular language. Joomla will give an error with 2 lines from ru-RU.lib_joomla.ini, which are not in the language installation file.
Warning
Joomla was unable to install Catalan language. You will be able to install it later using the Joomla! Administrator

I confirm the errors when a pack is totally broken.
The strings are indeed missing in this case.
The catalan pack is broken. TT will be contacted.
This can be merged on review.
