If I would use the voting then I would have it only on some articles but not on all. So it makes sense to have the choice. I could imagine something as in backend - there the user gets a warning to enable the plugin.

Better add an comment to the option. Activate this plugin per default doesn't makes much sense to me

Another solution would be to check if the voting-plugin is disabled and then to disable the show vote-option, with a hint to enable the plugin first to use that option.

The UI is terrible I agree and have raised this before #30771 but enabling this by default is not the solution
