Appveyor currently fails regularly either while downloading the installer for composer or while executing composer itself. I'm not 100% sure where the issue is, but the solution seems to be to go back to downloading a specific composer file instead. So I'm downloading the latest composer 1.x phar file... @wilsonge Any comment regarding this? You changed this a few months ago to use the installer...

In that case please merge this PR. Seems that the installer currently is somehow broken and doesn't reliably work.

This has been merged up into 3.10-dev
I needed it because our code didn’t work with composer 2.x beta we needed 1.x at the time this ensured we got the correct version pulled down and worked across the board
