Pull Request for Issue #25772.
Summary of Changes
Hide Copy Template, Template Preview, Manage Folders, and New File buttons in edit mode to only display applicable buttons and reduce the number of buttons.
Testing Instructions
Go to System > Site Templates
Click Cassiopeia Details and Files
Edit a file/image to display only applicable buttons.
