[#29441] - [3.10] Backport null date fix to 3.10 table class

We should be able to backfill the 4.0 null date code into the 3.10 table class to help extension developers migrate that early with their own mysql compatibility. Obviously we wouldn't be updating any core classes to use the flag until core. It would be purely for extension devs to use ahead of time
