Summary of Changes
I've tagged beta's for all the CMS actively used framework packages and this changes our code to use them
B/C BREAK!!
We have documented and should have removed all the new MVC classes in #28365 however we forgot to remove the framework controller package which had been included to facilitate the new MVC classes. This removes it again (it was not present in Joomla 3 so this shouldn't be a large break - it may just need a small note in the release notes)

Navigate around the CMS and ensure everything keeps working as before
