Steps to reproduce the issue

Install a clean 4.0-dev. Don't add any content, etc.

Default

This is the admin menu

menu_normal1

In the Modules Manager filtered by admin it displays as

menu_normal_module1

Remark that it is absent from the Menu types filtered by administrator

menu_normal_nomodule1

It does exist as a module in the module table
Not much params there

menu_normal_module

It exists in the assets

menu_normal1_asset

Custom

Let's create a new custom Admin menu using the alternate preset (similar confusion if using default preset)

newadminmenu1

Asset is created

newadminmenu_asset

Other default assets present for modules

general_modules_default_assets

Now, let's create an admin menu module from the menutypes manager
Remark the available parameters. They are different from directing creating an admin menu module and using a preset (Default or alternate) BUG

creatingmoduleinMenusmanager

The resulting sidebar menu containing both the default menu from install and this new admin menu. The star is absent in front of the Site Main Menu. This is not the case when creating an admin menu module and choosing a default or alternate preset. BUG

resultingsidebarmenu_withtext

The new asset has been created

newassetcustom_menu_module

The module exists (that one, as I have done the test another time is set to the default preset)

newcustomadminmenumodule

Now let's do it the other way.
Create from Modules Manager a Custom Admin menu module after unpublishing the one using the menutype.
Remark we have more params. The star for the site Main Menu IS present

unpublish_create_newcustom adminmenumodulegif

The module is present in the _modules table. remark its menutype in its params: it is a *

newcustomadminmenumodulepreset

Both assets are present in the assets table

bothassets

Conclusion

As title says. This is very confusing,
When creating the admin menu module from the Menus Manager (menutype) and using a preset, we should get a "normal" admin menu module as we get when we use the Modules Manager.
No idea how to correct that. The mixture of dashboard, mod_menu, menu is ....

After further tests, I get the same confusion in J3... except we do have an original admin menu module for the default.
