Once a filter is used and until using clear, the searchtools should be displayed, showing the filter(s) in use.

Unfortunately, this isn't correct as the filter bar is supposed to stay open once you actually have an active filter.
What you need to do instead is removing the "featured" filter from the possible filter fields in the model:
