New form field "Time" to accept time input.
Dependencies : /media/system/js/clock.js and /media/system/css/clock.css
This allows component developers to add a time input field to their form which opens a drawer allowing users to select the time conveniently. This field has the following configurable options : starthour (0-23), endhour (0-23), minutesopacity (0-1), hoursopacity (0-1), showminutes (true/false), minutedivisions (2,3,4,6,7,12), military (true/false), event('click', 'mouseover', 'focus'), layout ('howizontal', 'vertical'), callback (js function), showbutton(true/false).
