3.9 introduced a checksum check on update by @zero-24

As can be seen by the comment it was to be changed from a warning to an error in j4

Looks like @wilsonge updated the code in one place when he did the merge into 4.0-dev but not the other and didn't update the comments

Actually I did neither. The other file needs to return false to abort installation after showing the error to complete that TODO
