This PR fixes an issues with the Title for Multilingual associations
> in the string is rendered as > in the title when it should be rendered as >
<title>Multilingual Associations: Edit Associations (Articles &gt; Articles) - Site Name - Administration</title>
This causes obvious problems for screen readers on their most important string
There is another issue with the very long page title being truncated but I am not brave enough to tackle that in this PR
