Folks, I have added now a correction for back-end display in case the urls where entered with percent encodings.
Also, this patch let's save the urls (old or new) as utf8 when entered as percent encodings in Redirect back-end.

@effidoc If it passes two successful tests, it's likely that it will end up in Joomla 3.2.1.
