[#2434] - unable to load bootstrap or jquery in Protostar's error.php

bootstrap and jQuery are not loaded in protostar's error.php.
According to http://joomlacode.org/gf/project/joomla/tracker/?action=TrackerItemEdit&tracker_item_id=30689 JHtml::_() is useless.
Could someone tell me why it does not work? and how to fix it beside hardcoding every css/js file I want to load.

Thanks for your question - At this time we are only using github as the place to submit code fixes, the actual reporting of issues and testing fixes is still taking place on Joomlacode.
In this case I would suggest that you ask this question either at the Joomla forum (http://forum.joomla.org) or the CMS mailing list on Google Groups (https://groups.google.com/forum/#!forum/joomla-dev-cms)
