Before #23804 (which is a correct PR), we could display administrator in a new window by using Control-click etc.
This will not be possible anymore and the feature is badly needed.
I see no reason why it was taken off from 4.0.

The viewadmin stuff has been disabled since it was introduced (see: #7195 ) - I've rereviewed the original reasoning here #7174 and whilst I understand the original reasoning at:
As a regular web editor I'm coping a lot of article text/code back and forth. When I've opened an article, I have to copy the admin URL and paste it in a new window to open an other article or module. I thought this extra link would make this process a little easier.
I think it's one of these cases where we have to practical with UI clutter and as a result I'm going to reject this PR

Not 100% true - it has only been removed from the point where we have an item open for editing
It was a hidden option in J3 - not sure i agree about it being badly needed - if it was then it would not have been disabled by default
