Summary of Changes
This PR continues the grouping of action buttons in the backend (see #22832 and #22393). This time the menu buttons.
Testing Instructions
Go to the menu manager in the backend and check the menu item list. There should be a "Change status" dropdown now which activates when you select a menu item.
Hint
Probably you need this PR before, because the menu is at the moment broken: #23333
