Steps to reproduce the issue
Destroy your ability to send emails from Joomla 3.9.0. (E.g on a mac/docker with no mail service)
Note Mail Sending still says enabled in the dashboard like this http://screenshot.myjoom.la/a70890119259
Create Menu item to "Create Request", publish it,
login to frontend
click that menu item
enter your email address
Expected result
Because mail could not be sent, the request should not be stored/created (thats what the message says!)
Actual result
The request is stored, and a message says it was not.
Notice
Could not start mail function.
Your information request could not be created.

As #23096 is abandoned, the error message on this specific issue still makes no sense. Infact its factually incorrect. It says the request was not created, when in fact it was, just no email could be sent.
The admin doesnt know that. The admin doesnt know that no email was not sent.
The User cannot confirm his request because he never got an email, the user is told their request was never created.
The admin will see a pending request in admin ... and it will just sit there... The admin has no "resend email" button, and doesnt know no email was originally not sent either :)
