There are some system wide behaviors I would hesitate to make configurable on a user level. The debug settings and error reporting levels would be 2 of those.

In the tracker app, we allowed debug mode to be enabled for system admins (basically CMS super users) only. That I could agree with.

You can do this already ;) Check the allowed groups setting

At this time we are only using github as the place to submit code fixes, the actual reporting of issues and testing fixes is still taking place on Joomlacode.

Please can you:
