This proposal simplifies menus/quick-icons and groups them at the control panel. It implements this this way:
To be compared with previous 3.1 panel:
It also fixes:
- Hathor issue for updates warning in quick-icon
- RTL issue foudn in NAV and HEAD during tests
And issue of previous PR that displayed titles of empty groups of quick-icons.

That's disappointing. I like this change.
I agree, this is logically laid out and should be reconsidered.

I also agree with this change and hope that it can be reconsidered for submission. Even if it doesn't address all of the issues, it certainly is a good move.

After several discussions on its usability improvement within the JUX team, this doesn't address fully the concerns of the current bad quick-icons usability.
