The redirect component's RedirectHelper::collectUrlsEnabled() method is hardcoded to only support checking if URL collection is enabled from our redirect system plugin. Either the collection option should be a component option (in essence making the plugin's capabilities part of the component and something we'd have to figure out how to ensure gets triggered) or the checks be modified to not be exclusive to one plugin.

It's hard enough getting code changes tested. Let alone trying to refactor code.
