Summary of Changes
These cache handlers rely on PHP extensions which are not upgraded for PHP 7. To drop them in 4.0 we need to deprecate them now.
Testing Instructions
Code review, go to each PHP extension's source to find there has been no work on the extensions in some time and can be considered abandoned or replaced.
