The problem is that you have removed the administrator from having access to the special user level. Put it back and your problem is fixed

Please also remove the village12 user as you have posted the password in a public place

I don't want administrator to have super user access
As I did for other Joomla websites, this user has only "administrator" level.
What I check everytime for administrator level users is "Administrator" and "Editor"
and it works well usually
I don't know why this time the menu is masked

In any case, I suggest you download a clean 3.8.1 and replace the whole template folder.

And Brian IS right: do not confuse the User Groups and Access levels.
