I can't reproduce the issue here.

There is a difference between proposing 2 languages and a multilingual site in Joomla.
Do you use the native multilingual Joomla feature? Is the languagefilter plugin enabled?
If yes what are the plugin settings?
Have you updated your Joomla to 3.8.1 or is it a clean install?
Do you use third party extensions?

Yes. I am using it. The languagefilter plugin is enabled

updated from 3.7.5 to 3.8.1

Yes.

I think I got the reason why it occurred.

I set up URL Routing Experimental. When I changed into Stable, the issue is
gone and the normal off-line page is shown.
