It has no direct, active maintainer... but the PEAR QA folks do still assist with bugs on high use packages.
Just to note as I'm documenting it now - at the time there was no CacheLite version compatible with PHP7 which was the major driver behind this removal - however there has since been one released http://pear.php.net/package/Cache_Lite
