[#16870] - No active tab in installer in 3.7.3-RC-1

Steps to reproduce the issue
install 3.7.2 update to 3.7.3-rc1 via "testing" update option.
Expected result
Going to installer would display file upload installer
Actual result
Blank page results..

System information (as much as possible)
Clean install, akeeba admin + waf installed.
Additional comments
clicking on any tab.. ( none of which are clearly indicated as tabs ) then functions.
active but has no effect.
JS error present & Not sure why but it appears js is cached even though cache is NOT active..

Please try a clean install and try again. I can not reproduce this on 3.7.3-dev from yesterday.
