As discussed in #16780, we need the delegating prs-3 logger to introduce the Image package of the framework. This here is the port of 9491b57 to the 3 series (couldn't find the correct pr).
If this one gets merged, I will update #16780 to use the logger similar to #12144.
@rdeutz Now we have a case to finalize the whole unit test namespacing thing. AFAIK this would be the first PR to add a totally new class into 3.x that doesn't have a global namespace alias.
