Summary of Changes
- Moves setting of the modified date to the same place where the modified user is set (only for existing items)
- Sets the DB NullDate during the table::check methods similar to how it is done for the publish_up and publish_down field.
Testing Instructions
Create a new item (Contact, Finder Filter, Newsfeed, Redirect Link, User Note, Category, Article)
Sidenote: this can only be tested with an article, because the other items will ot save due to invalid categories (needs #16419 first)
Expected result
Modified date isn't set for newly created items
Actual result
Modified date is set, but modified by user isn't set.
