[#16346] - [4.0] Menu search tools expanded by default

All the views open by default with the searchtools collapsed
But for com-menus view=items it opens expanded
I suspected the issue is somewhere here but cant quite get my head around it

In previous version, users could filter to only show one specific menu, add/save/close menu items, and you would be taken back to the same menu item. Attaching screenshot of filter before menu item was added, then the expanded view after the new menu item was added.
