[#13884] - [admin_menus] Taking off useless columns in menu items manager

User tests: Successful: Unsuccessful:
Custom admin menus do not need Access or Language (These can be implemented in 4.0 if judged necessary).
This PR takes the related columns out of the menu items Manager
After patch, one should get:
SIDE NOTE: Hidden Feature: one can save an admin menu item title as a lang string constant which is why the capture above shows these as translated. Useful when multiple languages are used in back-end.
