Fix backend menu manager checks for important menu items in top level only.

Summary of Changes

Now joomla should be able to see the menu manager links and module manager links in any level down in the menu tree.

Testing Instructions

Create menu items for menu manager and module manager in a custom admin menu under some parent menu item.

Without this patch it will say these does not exist.

After this patch, they will be seen by Joomla and no warning should be shown.

@nikosdion I think this is same as what you referred to in #13648. If not, I'll look at that tomorrow.

I have tested this item successfully on 4fb8f1d

Tried with were in a first level sub-menu (like the default Joomla menu does) and in a second level sub-menu. Works perfectly! Thank you.

Was this issue solved? I still see it in 3.9.1 after setting up an additional admin menu via the admin module "Administrator Menu".

"Warning
The administrator menu diler does not have - Menu Manager, Module Manager, Components Container. Select to turn on the menu recovery mode."
